Their businesses are far too different, Microsoft is a mostly software company, Apple is mostly a hardware company.
It would cost $30 billion to obtain a majority of the shares in Apple at this time. Microsoft doesn't have the cash (not to mention as it were buying the shares, the price would go up) and there would be a culture clash trying to integrate the companies.
