Of course there is a level which is "least" harmful. But it is always harmful to some degree.

3 a day means she is already addicted. While her needs right now are 3 a day, she may develope the habit of smoking more in the future.

3 a day might SOUND small, but over time it does add up. She may be at higher risk for certain diseases and smoking regularly only amplifies some of them.

I have been hoping for a science/health section so I can understand your frustration. So to answer this politically charged question... Any amount of smoking is hazardous. However, it's a matter of how well your body recovers. A papercut is "unhealthy" or "hazardous", but your body eventually recovers by healing the wound. I think 3 cigarettes a day is probably not going to kill your friend in the next year, but if she continues, well, that's going to be an unfortunate discovery for her in later life. Walking around with her own oxygen tank or with no hair as a result of cancer therapy will seem much less stress relieving and cool in retrospect than a few cigarettes a day now. I smoked at one time, so I know it's not an easy thing to quit. But since this is the politics section, I won't go on any longer with the health rant. Everyone should suggest a science and health topic so that we don't have to invade the politics and romance sections.
