Many people seem to have asymmetric connections with a slower upstream, making it difficult to keep the ratio up. I'd say, always allow as much upload bandwidth as you can, and leave the client running even if you don't download anything once in a while.

I try to leave a torrent uploading after a download until the share ratio is around 0.6. Seems fair, going for 1.0 will often take longer than my computer is usually on. But, I'm on an assymetrical connection, so upload is already limited.
