PHP/MySQL

PHP and MySQL are the best for a quick and easy way build a web based database frontend. Work in AJAX and other extras later. But for simple, stick with PHP and MySQL for a start. Plenty of tutorials for whipping up forms and searches. Start out with Google.

Joomla is very good. See Joomla.org for more info. It's a free PHP/Mysql-based Content Management System. It supports blogs, forums, polls, calendars, print-friendly pages, RSS feeds, web indexing/caching and has plenty eye candy. Seriously easy. Google Ruby on Rails and start reading tutorials. I've read about three and they all walk you through most of what you state you want to do. At least by following the tutorials you will be half there.

I would use a content management system like Zope/Plone or Drupal if you actually want to make all changes to the website through a web application. No web design experience necessary. Have to be able to get through the installation process for which there are numerous how-to's, walk throughs, tutorials and what not.
