HDD Regenerator....

I have used this on 3 or 4 completely dead drives... (the motor still has to spin up tho, if you dont get that, drill a hole through it and recycle the drive). HDD Regenerator is a floppy app that will apparently rewrite all the sectors realigning them magnetically. not sure how it does it but it FIXES about 60% of bad sectors. Great if you only have a few, chances are you'll get a useable drive back.

Hard Drive Health

I use HDD Health, its a freeware program I found on majorgeeks.com a couple years ago. Runs in any version of windows, measures all of the normal attributes of a hard drive, and even lists a predicted failure date. Depending on your version of windows, you could also try the built in disk checker, either scandisk(win 9x) or chkdsk(win 2k, XP)
