What is the best freeware substitute for Adobe InDesign? I am wanting to publish short books, pamphlets, etc. in print and PDF format. Which free software should I use. Thanks in advance!

There isn't a good substitute

Wow, a freeware InDesign doesn't really exist. InDesign is a deep publishing app that has just about everything you'd ever need, and there's a reason for it's popularity: it's quite good.
Probably the best you'll find is Serif PagePlus 1.0 SE.

It's not going to give you what InDesign offers (by a long shot), but for your purposes, it'll probably do. It has some nice layout features for pamphlets/posters/flyers etc., and I imagine you could put together a book with it (if it includes images...if not, consider AbiWord or OpenOffice.org).
Give it a shot; I've been relatively happy with it for what I use it for (announcements/ads/flyers).
If you are going to make any kind of investment in something though, I'd recommend just staying with Photoshop. It does layout quite well, it just doesn't offer the speed and efficiency of InDesign. If you can't afford CS2, get Elements. It'll do probably everything you'll need.
