i'd like to see it highly customizable so i can get notified about new votes, comments or anything i want really.
for instance: i'd like to be able to setup a notification that'll tell me when question with certain keywords is posted.

but yes, when posting a question it could do a quick check to make sure none others have the EXACT or similar titles.
moderators could clean out dupes by hand.
many people have been complaining that certain characters would cut off everything in their post after a certain point. I'm going to test this...should be the whole alphabet

If you had that feature you caould be using it now. I mean...it should be flexible so the questioner could add and remove things as he/she gets answers.

Also - let people delete answers in their own posts.
- They have moderators who keep the forums straight. They move threads to the right categories when wrong, eliminate/lock them when duplicat, and maintain a high level of discourse. They are very largely responsible for the quality of their forums.
- A recent innovation is the common response entry after any initial posting. Whenever someone posts a new thread, a second entry that any user can edit is put after it. This allows viewers to quickly get to the meat of a question. If the best or correct answer is buried ten pages down, I don't want to have to search through all of those pages to find it. It may not be that worthwhile. However, if the originator, moderator, or some kind user, puts the best answer(s) in this entry, it is much, much easier to find.
- Ratings. Good posts (and the posters) are rated either positive, neutral, or negative (see my previous post). This is one way to create incentive for good questions and good answers. If respondents feel they can build reputation, that builds community.
- Remember Me (login) - I'm getting sick of logging in over and over.
- Last post to an answer - like on forums
