Wheel speed makes no difference. The thrust from the engines is identical to a non-treadmill scenario. The plane would take off.

The plane must generate lift in order to take off.  This is obtained by moving down the runway.  You can have all the thrust you want but if you're stationary, you're not going anywhere.

Thrust is not the only thing a plane needs to take off.  The thrust produces forward moving speed which increases the speed that air travels around the wings which causes the lift that cause the plane to leave the ground, "fly".   That's why planes have wings and aren't just engines that magically lift things into the air.  This is also why cars with no wings don't magically fly hundreds of miles into the air.  If their was a giant fan in front of the treadmill producing a high speed wind then maybe the plane would fly.

The plane derives its forward motion from the thrust of the engines, not via its wheels. All the backward moving treadmill would do is spin the wheels twice as fast.

The treadmill would not make the wheels spin twice as fast.  As far as the wheels are concerned, the ground they are touching is stationary and therefore moving at the same rate.

the plane needs a fast air speed to generate enough lift to take off. groundspeed is totally irrelevent
