You can buy advertising keywords for your city's name and any other related stuff, and it should be relatively cheap if your surrounding area isn't huge.

what worked best for me is just print out your site's url all over sheets of paper and hand them to anyone who looks like they even MIGHT be interested in your site. I advise going to concerts, shows, and the alike. A catchy phrase or attractive look wouldn't hurt either )

My answer got cut off somehow... If you're for local advertising I'd reccommend an ad in a small city newspaper or a college newspaper. Those shouldn't be all that expensive.

Also consider placing a free advert in the Yellow Pages directory for your local areas. You can add a second line of text containing your URL for a fee. If this is a long term project then definately worth looking into (obviously would take a while before your advert appears). You probably have Yellow Pages in your country too (I'm in the UK) but if not I'm sure there's equivalents.

Advertising at no cost is sometimes the best way of advertising your site. Make sure you have so-called META-tags on each page of your website, submit your site to search engines. These are the basics of having a popular website. Next, spread the word by telling family and friends about it and make flyers (with a short description and the URL to your website) and give them to people who might be interested in your site, or ask some local bars to advertise your website in exchange for advertising on your website. Good luck!
