Plain and simple. The finest tool available, but very expensive, and maintenance fees keep it that way.

When I was in computer animation I started with 3DMax and then learned Maya... Maya was harder to learn but once you got good at it, it was sooo fast and amazing what you could do with it..

I wonder what some of the new things are I haven't used it in a very long time now...

Aside from in-house only things like Pixar, Lucas Arts, ect. have, Maya has always has the best impressions I've seen -Big Idea uses it- but Blender is completely free, so if your needs don't go beyond what it can do why not use Blender?

I should mention that I answered this based on the mention of 3DS Max, not on the title.  Now that I re-read it, I'm still thinking he means 3D software, but the word "design" has me wondering.

Blender is nice.  It depends on the future plans of the user.  If you ever plan on working in any kind of animation house, learn Maya.  Put away the Lightwave, leave 3DS Max to the hobbyists, and learn Maya.  Your skills will be the most sought-after, and you'll be comfortable in most animation jobs (even proprietary software is usually based on Maya).

Oh, and master Photoshop while your at it.  You'll need it.

If money is your concern

Have a look at GMax. It's essentially MAX but has a few lacking features. Otherwise if you're not concerned about money, not one is any better than the other. It's a preference thing like Mac vs Windows vs Linux. They each do the same thing but just differently.

MS Paint.

Seriously though, I haven't used any others but I find Photoshop is great. If you're talking about 3D stuff, i'm not sure tbh.
