Afaik, police scanners use the lower non-broadcast frequencies of FM radio and they also encrypt the transmissions. These are called Trunked Radio Systems. Easiest way would be to get an actual scanner that support trunking. Check out Radio Shack for some prices and ideas. http://www.radioshack.com/family/index.jsp?categoryId=2032072&cp=2032052 They're at the bottom of the page.

But, you can go to http://livepoliceaudio.com/ and see if your city is listed. It's not as easy to listen to police/fire radio as it used to be. Encryption and trunking (as mentioned in another answer) have made it a bit of a pain.
