Q: Use Computer as Police Scanner Radio

Is there a way I can use a standard desktop computer as a police scanner radio? Are there upgrade kits available with external antenna's that add this capability?

Afaik, police scanners use the lower non-broadcast frequencies of FM radio and they also encrypt the transmissions. These are called Trunked Radio Systems. Easiest way would be to get an actual scanner that support trunking. Check out Radio Shack for some prices and ideas.

But, you can go to http://livepoliceaudio.com/ and see if your city is listed. It's not as easy to listen to police/fire radio as it used to be. Encryption and trunking (as mentioned in another answer) have made it a bit of a pain.
